ARTICLE I—NAME AND MISSION

1. The name of the organization is The Men’s Golf Association (MGA).

2. The MGA’s mission is to:

 

    -  Provide a golf tournament package that is exciting for golfers of all skill levels, encourages participation,

       builds camaraderie, and promotes increased membership.

 

    -  Promote the values of the game of golf.

ARTICLE II—CORE VALUES

1. The MGA recognizes and supports these core values:

    - Appealing Tournaments
       -- Ensure tournaments are competitive for all skill levels (flighted, whenever appropriate)
       -- Use varied formats
       -- Use a varied mix of competitors:
            --- Individuals, and
            --- Teams, using both computer ABCD pairings and choose own partner(s).

   - Full Participation
       -- Seek the full participation of all golfers, senior golfers, and super senior golfers

   - Camaraderie
       -- Provide appealing pre- and post- tournament food and drink

   - Communication
       -- Communicate frequently with members about what’s happening
       -- Listen to members about what needs to be changed

   - Recognition of Achievements
       -- Provide news articles with photos
       -- Make awards (i.e., proximity, long drive, trophies, golfer of the year)

   - Value for the Money
       -- Assess a membership fee that provides commensurate value for the money

ARTICLE III—MEMBERS AND DUES


1. All male golf members of Magnolia Point Golf and Country Club aged 18 and older are eligible to join the MGA.

2. Membership dues will be determined annually by the Board of Directors and announced to members in December for the following calendar year.

3. The Treasurer will maintain a current list of MGA members and record their dues payments.

4. Only those members who have paid their dues are eligible to participate in MGA-sponsored tournaments and related activities.

 ARTICLE IV—GOVERNANCE: BOARD OF DIRECTORS

1. The MGA is governed by a Board of Directors consisting of five Officers and five Directors.

2. Officers:
   - President
   - Vice President
   - Secretary
   - Treasurer
   - Immediate Past President

3. Directors:
   - Tournament Director
   - Handicap and Rules Director
   - Communications Director
   - Interclub Events Director
   - Senior Liaison Director
ARTICLE V—ELECTION AND APPOINTMENTS

1. The President is elected annually by a majority vote of the members in good standing who are present at the November member meeting.

2. The newly elected President appoints or reappoints the remainder of the Board of Directors. 

ARTICLE VI—DUTIES OF OFFICERS AND DIRECTORS

1. President
   - Presides at all Board Meetings and all Member Meetings
   - Determines the annual budget, with assistance from the Treasurer and Tournament Director and with advice

     from the Board
   - Casts the final and deciding vote in the event the Board returns a tie vote on any issue

2. Vice President
   - Fills in for and carries out the duties of the President in his absence
   - Advises the President and pursues special projects as the President may direct

3. Secretary
   - Prepares and maintains copies of all official MGA correspondence
   - Prepares and maintains the minutes of all Board Meetings and Member Meetings
   - Publishes the minutes of all Member Meetings

4. Treasurer
   - Prepares financial reports and presents them regularly at Board Meetings
   - Prepares and presents the final year-end Financial Statement to the President
   - Oversees and accounts for the collection of membership dues
   - Deposits MGA funds into an MGA bank account
   - Pays all authorized bills

5. Immediate Past President
   - Advises the President and pursues special projects as the President may direct

6. Tournament Director
   - Meets with the Club’s Head Golf Professional to develop the season’s tournament schedule, formats, and costs
   - Coordinates the schedule and its funding requirements with the Treasurer and the President
   - Presents the recommended schedule and formats to the Board for approval

7. Handicap and Rules Director
   - Works with the Club’s Head Golf Professional to help ensure that MGA members:
       -- Understand and comply with the provisions of the USGA Handicap System and have accurate handicaps
       -- Know the USGA Rules of Golf and apply those rules correctly
   - Addresses any discrepancies in handicaps or rules with the relevant members

8. Communications Director
   - Promotes the dissemination of information to members about MGA events and results

9. Interclub Events Director
   - Promotes interclub events and home-and-home matches

10. Senior Liaison Director
   - Is selected from and represents those members who regularly play from the forward tees
   - Ensures two-way communication between those members and the Board
   - Advises the Board on actions that support those members
   - Serves on the Tournament Committee

ARTICLE VII—TOURNAMENT RESTRICTIONS AND CLASSIFICATIONS

1. MGA-sponsored tournament play, including the Men’s Senior Interclub Series, is restricted to dues-paying members who have an established USGA handicap. The maximum allowed tour-nament handicap is 36.

2. All tournament play is governed by the USGA Rules of Golf.

3. For tournament purposes, and at their own option, members may be classified as:
   - Senior Golfers, if they are at least 55 years old
   - Super-Senior Golfers, if they are at least 70 years old

4. For tournament purposes, the forward tees may be played by super-seniors and those who have played ten or more rounds of their last 20 rounds from the forward tees.

5. Club Championship:
  a. The Club Championship is open to all MGA members and will be played from the Blue Tee Markers.
  b. The Senior Club Championship is open to all MGA members 55 and over and will be played from the

      White Tee Markers.
  c. The Super Senior Club Championship is open to all MGA members 70 and over and will be played from the
      Green Tee Markers.
 
ARTICLE VIII—AMENDING THESE BYLAWS

1. Any member may propose an amendment to these Bylaws to the Board of Directors.

2. If a majority of the Board votes to accept the member’s proposed amendment, it will be posted in the Pro Shop for 14 days and then voted on at the next Member Meeting. A majority vote of the members present at the next Member Meeting is sufficient to adopt the amendment.
